On April 28, 2025, Congress took several important steps. The Senate agreed to start talking about a plan ( S.J.Res.49) to end the national emergency that allowed global tariffs, with a vote planned for April 30. They also voted 64 to 27 to limit debate on David Perdue’s nomination to be Ambassador to China, with his confirmation vote set for April 29. The House passed many bills, including one to honor the 1980 U.S. Olympic hockey team ( H.R.452), a law to set safety rules for lithium-ion batteries ( H.R.973, passed 365 to 42), and a law to stop unfair hotel price ads ( H.R.1479). They also passed a bill to make websites remove certain harmful deepfake images ( S.146, passed 409 to 2). These actions matter because they affect trade, safety, international relations, and consumer protections. Additionally, the House prepared to review and possibly reject several new environmental and wildlife rules from federal agencies, showing active oversight of government regulations. Madam Speaker, I rise today to honor the life of Lance Corporal Marcelino Gamino, a proud marine of Fresno, California, who gave his life in service to our Nation. A grateful nation can never ever say thank you enough to this fine young man and his family. As a young man, Marcelino answered the call to serve in May 2022, quickly rising to the rank of lance corporal by August 2024. At just 28 years of age, Marcelino served with distinction as a combat engineer in the 1st Combat Engineer Battalion, 1st Marine Division. Marcelino’s commitment took him across the world with distinction as a combat engineer and as a part of a Marine Rotational Force all the way to Darwin, Australia. His service was marked by distinction, earning him the National Defense Service Medal and the Sea Service Deployment Ribbon. We, the folks in the San Joaquin Valley, mourn his tragic loss. Our hearts are with his family, his friends, and his fellow marines. His courage and his service will never be forgotten. Semper Fi, and God bless.

Madam Speaker, I rise today to stand up for my constituents who rely on Social Security and Medicare. Nearly 1 million Oregonians collect Social Security, and almost 20 percent of the State’s population receives Medicare. These critical programs are under attack, and Americans are scared. I spent the last 2 weeks talking with people in my district, and I have heard their concerns. Seniors are facing unprecedented delays in getting benefits they rely on, and it makes it hard for them to pay their expenses. They don’t know if this administration is going to pull the rug out from underneath them and leave them without the benefits they have earned. These benefits are not a Ponzi scheme. These benefits are not government handouts. They are earned benefits for American citizens. Mr. Speaker, it is time to stand up for Americans and protect these programs with our lives and our votes.
